South African officials made the decision to terminate cooperation with the Cuban government as part of a specific project due to the detected large-scale misappropriation of resources. According to local sources, employing Cuban specialists cost three times more than if local technicians had been hired.
According to assessments from South African officials, employing Cubans led to a significant increase in project costs. Given the financial losses, employing Cuban labor also sparked discontent in the country, complicating a project already facing serious problems and delays.
"Cuban specialists cost us too much. Instead of saving, we spent a lot more money," the source noted in the government.
